Voice: IID: federal water jurisdiction preferable

To the Imperial Irrigation District board and others:

Apparently we agree that the term "state jurisdiction" contained within the water transfer petition can be changed to "pursuant to Article III, Section 3.5 of the California Constitution, and there being no federal prohibition, the State Water Resources Control Board has the responsibility and attending authority to process and act on this petition."

In order to more properly qualify IID's position and thereby better protect its water rights, the following statement should be added:

Notwithstanding, IID holds that its water is under federal rather than state jurisdiction. And that the state's municipal/domestic and industrial priority of use does not apply to IID's water.
