Manager wants to ease Heber into incorporation

HEBER — The new general manager of the Heber Public Utilities District, George Aguilar, says he will help Heber avoid the growing pains associated with becoming a city.

"I know what happens when an area grows too fast and what happens when there isn't enough thought and planning in the growth of a community," Aguilar said in a statement released Friday.

"Heber says it wants to become a city — I want to help that become a reality," Aguilar said of the unincorporated town.

For the past 16 years Aguilar served as the director of the San Bernardino Valley Municipal Water District.

Aguilar will replace Manuel Castaneda, who had been the interim general manager for the past two years.

The Heber Public Utilities District is the main administrative body in the community. It manages the water and power of the growing town between El Centro and Calexico.

Homes are being built on the north and east sides of town and a new restaurant opened in Heber earlier this year.
