Voice: Would lifeline cables have saved this life?

One more drowning of another immigrant (Imperial Valley Press, July 6, 2001). One precious life lost is agony enough to God and this year there's been approximately 15 drownings in the All-American Canal.

Those dear immigrants, on top of losing their lives, should make us conscious that they are also someone's parent out there and/or perhaps someone's son or daughter or leaving, to grieve, other loved ones behind.

If the lifeline cables had been approved by the four Imperial Irrigation District directors, maybe this life could have been spared.
