Voice: Something going wrong in CYA facility

Employees of correctional facilities are not at liberty to communicate with the press. Each facility has a spokesperson trained to distort the truth.

This is why the Office of the Inspector General has been very active in institutions throughout the state. The inspector general investigates complaints of abuse and discrimination on employees or employees on offenders. Administrators have been replaced for not controlling their facilities. The inspector general has been vigilant over Calipatria and Centinela prisons.

The California Youth Authority facility has received poor ratings by the Imperial County grand jury. The grand jury sustained a complaint that CYA lacked disciplining the offenders, thus creating loss of respect for authority.

Each institution is governed by the Youth and Adult Correctional Agency. Administrative manuals are in place to ensure that each institution follows its mission. Manuals of operation dictate how each facility is operated. Policies are written with safety and security in mind.

If animals are part of any program (i.e. FFA, 4-H or treatment) written procedures are in place. If no procedures are in place, someone is abusing their authority.
