Why was there a six-paragraph commercial in the middle of the article "Changing face of downtown El Centro"?

What does one phone/paging company's prices for service/inventory/contracts have to do with revitalizing a downtown building?

This stealth commercial dissed Brooks Jewelry and J and L Sportswear, as no mention was made about the goods they offer or their prices. In addition, this article gives the appearance that the Imperial Valley Press is biased toward specific businesses in the downtown area.
