I was disturbed to see your editorial staff endorse the idea of capacity limits at the Imperial Sand Dunes Recreation Area. It indicates that the roots of this problem have been overlooked.
As users of the dunes, we have asked for increased law enforcement to be present on "big weekends." Only recently has this been addressed. There has now been a grand total of one weekend with adequate law enforcement presence in the dunes.
The problem that needs to be addressed is the rowdiness and out-of-control behavior exhibited by a small fraction of visitors. Capacity limits are a draconian method to attempt to address this problem and serve only as yet another means for environmental extremists to prevent the public from accessing public land.
