IID board honors team of the month

Imperial Irrigation District General Manager Jesse Silva and the Board of Directors named the generation projects process review team as team of the month for February during its Feb. 5 meeting.

The team, which consists of employees from the general services department, project management section and from the power department's generation section, worked to develop a process to integrate the generation section into the day-to-day management of IID's capital projects.

The team's job was to design a process that had sufficient financial and other controls, provide good communication of project-related issues and provide the power department and executive section timely, reliable information and increase project visibility.

The team had to review project management and power department processes and requirements, identify and resolve issues preventing process integration, identify opportunities for integration and define the end-to-end process with associated forms, control points, roles and responsibilities.


"This is a milestone for us," Silva said, adding that this is one of the first process changes that has been put into effect as part of the district's commitment to its "Continuous Measurable Improvement" strategy.

"After many long, hard hours of work, the team has succeeded in not only designing a process that will work on future power generation projects, but one that can be used as the framework for all other project processes within the IID," Silva said. "In designing this process, the team worked diligently and professionally and set the stage for IID to shift its culture and move competently into the future."

Team leader David Zavala, senior project manager, said the process was developed from a bottom-up approach, involving employees at all levels. "It was a lot of thinking out of the box," Zavala said. "It took a lot of planning."

He said, among other things, the new process tracks expenditures and will help the district save money by helping prevent cost overruns.

The generation projects process review team consists of: Rod Avrit, Charles Canales, Kevin King, Carmen McPhetrige, Frank Ruiz, Roger Smelser, Michael Taylor, Guillermo Yuriar and David Zavala.
