4 arrested in child cruelty case

WESTMORLAND — A routine traffic stop here Sunday ended with four Salinas men arrested on suspicion of willful cruelty to a child.

All four were booked into the county jail with bail set at $35,000.

Westmorland Police Chief Fred Beltran said the case started when an officer stopped a car in the 300 block of South Center Street for a traffic violation and noticed the men inside appeared to be under the influence. A 4-year-old child was with the men.

Beltran said he was unsure whether the men were allegedly under the influence of alcohol or an illegal drug.

He said because the four were determined to be under the influence, they all were arrested on suspicion of endangering the child.

Beltran said the four men and the child were in the Valley to visit family.

The four men were identified as driver Federico Aguiar, 35, and passengers Alfonso Lopez Aguiar, 22, Jorge Ismael Aguiar, 33, and Raul Landey Jr., 29. Beltran did not have information on how the four were related and how the child may be related to the men.
