Calipatria council OKs plaque honoring slain police chief

CALIPATRIA — The City Council here approved a resolution Tuesday that would honor slain Police Chief J. Leonard Speer for his service to the public by placing a plaque at the city's police station.

Speer was killed in the line of duty April 10, 1998.

City Manager Romualdo Medina said it isn't yet known if the plaque will be placed inside the police station or on a wall outside the building.

The plaque will state: "In memory of Chief of Police J. Leonard Speer, killed in the line of duty protecting the lives and property of the citizens of Calipatria April 10, 1998. The citizens of Calipatria express their gratitude and sorrow for Chief Speer's sacrifice."

Speer was killed by Omar Richard Deen after Speer answered a family disturbance call. Deen shot his mother, Rachel Deen, 59, and Speer, who was 65 at the time.
