April 15, 2002|By RUDY YNIGUEZ, Staff Writer

A final report by a committee reviewing the potential effects of the water transfer is not ready for presentation to the Imperial Irrigation District Board of Directors.

Members of the community advisory committee will revise a working draft to include the on-farm conservation plan developed by IID staff. The draft currently includes fallowing, non-fallowing, environmental justice and socioeconomic impacts. Two of three minority reports were withdrawn.

The IID board will be given a briefing on the draft report and recommendations.

The board meets in open session at 1 p.m. Tuesday in the William R. Condit Auditorium, 1285 Broadway, El Centro.

In other business, the board:

· will consider entering into an agreement with CalEnergy Obsidian Energy LLC for 763 acre-feet of water at $77.50 per acre-foot. Water in excess of this amount would be billed at $370.27 per acre-foot. The water will be used for planned power plant operations.

· will consider approval of $1.5 million for electronic document management of vital documentation. The project is expected to save $4.78 million over a five-year period. The item is already budgeted.

· will consider contributing $50,000 in support of the so-called Water for the West Foundation's centennial celebration of the formation of the Bureau of Reclamation. The event would be the group's first and will be at Hoover Dam on June 17. This would be the IID's first contribution to the group and is not budgeted.

· will consider increasing the super air conditioning tune-up customer program budget by $150,000.

· will receive a legal department review of contract. IID retains the El Centro firm of Horton Knox Carter & Foote for $24,000 monthly for generic functions. Charges for litigation, water rights, negotiations of geothermal leases, labor negotiations and project-specific issues are billed on an hourly basis.
