Aguilar then pointed north of where those new homes would be to a parcel where Pacific Rim developers could build the first houses and apartments of a development called McCabe Ranch. Eventually, a big chunk of land west of Dogwood and south of McCabe Road — 400 acres — could be further developed in conjunction with the initial McCabe Ranch units.
At the other end of the map, on the other side of town, Aguilar pointed to 400 acres south of Main Street between Pitzer and Scaroni roads. On that land, Aguilar said developers could build commercial and residential projects, including apartments. That project, though, is 18-24 months from being officially proposed, Aguilar noted.
A project that could be started sooner is at the northeast corner of the Highway 111-86 intersection. Aguilar said Pacific Rim investors from Taiwan have talked about building a major truck stop there, with maybe a motel, fast food outlets and retail stores.
All total, there are those five projects on Aguilar's "development report" and two more projects that are just faint possibilities.
If even three of the seven become realities, Aguilar thinks Heber's chances of becoming a city in the next few years will greatly improve. He said no one here wants Heber to become a poor city if it incorporates.
To make sure that doesn't happen, Aguilar said the city needs to boost its tax base, which is where the truck stop and retail outlets come in.
