Our neighborhood (I live in the 600 block of El Centro Avenue) seems to be having a problem with the environmental services (garbage-hauling). Many of us don't have a driveway so we have to park our cars in the street. The other day the garbage collector skipped several houses including ours because he did not have access to the trash cans.
Is it our fault that cars have to be parked in the street due to not having driveways, or is it the responsibility of the trash collector to get out of his vehicle to readjust the trash can so he can lift it into the bin?
As far as we know we still pay for our services …
